They agreed that cheaper renewable energy alone will not be enough; accelerating the transition also requires ending fossil fuel subsidies, reshaping existing power structures and reforming the global financial system.<\/li>\n\n\n\n<li><strong>Debt and fossil fuel subsidies continue to hinder the transition:<\/strong> Peter Newell warned that 76 low- and middle-income countries produce fossil fuels, with around half continuing to expand production. Meanwhile, the fossil fuel industry receives an estimated <strong>US$11 million in subsidies every minute<\/strong>, while heavily indebted countries struggle to finance their energy transition.<\/li>\n\n\n\n<li><strong>Green industrial policy is an economic strategy, not just an environmental one:<\/strong> Amir Lebdioui argued that the transition presents an opportunity to diversify economies and create high-quality jobs, but competing priorities across government ministries often prevent these opportunities from being realised. Ana Toni, CEO of COP30, noted that since COP28 in Dubai in 2023, transitioning away from fossil fuels has become an established part of multilateral climate negotiations rather than a taboo subject.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow can the transition away from fossil fuels be made economically viable, politically feasible and socially just amid growing&nbsp; geopolitical instability? There is no easy answer, nor a single one. But the pathways include phasing out subsidies for oil, gas and coal; increasing access to finance for developing countries ; and advancing green industrial and development policies capable of strengthening resilience and driving structural economic transformation.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These were among the key proposals put forward by the experts participating in the webinar <em>&#8220;Transition Beyond Fossil Fuels: Economic Impacts, Geopolitics and Global Pathways to Finance a Just Transition&#8221;<\/em>, held on Tuesday (30 June) by ClimaInfo and the Centre for Energy, Finance and Development (CEFD) (watch here). It was the second webinar in the <em>Roadmap Beyond Fossil Fuels<\/em> series, organised by ClimaInfo and the Climate Observatory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The event brought together Ana Toni, CEO of COP30; Peter Newell, Professor at the University of Sussex and one of the world&#8217;s leading experts&nbsp; on climate policy and energy transitions; Amir Lebdioui, Associate Professor at the University of Oxford and an expert in green industrialisation and economic diversification; and Nicolas Lippolis, Executive Director of the Centre for Energy, Finance and Development (CEFD) and a specialist in transition finance, who moderated the discussion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The panellists agreed that the oil price shock triggered by the conflict in the Middle East has reinforced&nbsp; that investment in renewable energy is a sound economic strategy for strengthening resilience against external shocks. However, they stressed that moving beyond fossil fuels requires far more than higher oil prices and cheaper renewable technologies. This fundamental shift demands profound changes to the current economic model\u2014a formidable challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We have lived in a fossil fuel-based economy for more than 200 years. Our political systems are deeply dependent on it. Changing the political economy is difficult,&#8221; Ana Toni noted. Nevertheless, she argued that since COP28, held in Dubai in 2023, the energy transition has ceased to be a taboo subject.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the challenges facing multilateralism, the COP30 CEO argued that the development of the global roadmap beyond fossil fuels demonstrates that international cooperation continues to function. According to Toni, the global roadmap, due to be delivered ahead of COP31, should also help ensure that the transition features more prominently in the next Global Stocktake (GST) in two years&#8217; time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peter Newell highlighted the debt burden facing developing countries as one of the greatest obstacles to moving beyond oil, gas and coal. He noted that 76 low- and middle-income countries produce fossil fuels, and that half of them are continuing to expand production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;When debt levels are high, financing the energy transition becomes extremely difficult. The challenge is to curb the power of the fossil fuel industry. Simply making renewable energy cheaper is not enough; we also need to reduce the influence this industry holds. That requires changing existing power structures. At the same time, the decline of fossil fuel-dependent economies is reinvigorating the debate.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Amir Lebdioui, the transition beyond fossil fuels represents an opportunity to expand new economic sectors and create high-quality jobs. However, he argued that domestic conflicts of interest often prevent governments from recognising these opportunities. He cited differing perspectives among finance, energy and environment ministries as a common example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Green industrial policy must be seen as more than an environmental agenda. It is a strategy for resilience and macroeconomic transformation. Governments also need the capacity to continuously adapt the policy instruments they deploy. There is no single correct instrument or sector.
